Wielgród, dnia 30 kwietnia roku 2026.


PREAMBUŁA

My, Obywatele Drackiej Republiki Ludowo-Demokratycznej, zgromadzeni w woli zbudowania sprawiedliwego, równego i potężnego państwa socjalistycznego,
świadomi wieków ucisku klasowego, wyzysku i nierówności, które zniewalały narody świata,
przekonani, że tylko władza ludu pracującego zapewnia prawdziwą wolność i rozkwit człowieka,
wierni ideałom solidarności klasowej, braterstwa narodów i postępu społecznego,
postanawiamy zburzyć ostatnie łańcuchy zależności i ustanowić niniejszą Konstytucję jako najwyższe prawo naszej Ojczyzny.
Dracka Republika Ludowo-Demokratyczna staje się wolna, niepodległa i suwerenna. Jej przyszłość leży w rękach ludu i jego wybranych przedstawicieli.

ROZDZIAŁ I

POSTANOWIENIA WSTĘPNE

Art. 1
Dracka Republika Ludowo-Demokratyczna, dalej zwana Republiką, jest państwem socjalistycznym, suwerennym i niepodległym, w którym najwyższą władzę sprawuje lud pracujący.

Art. 2
Republika jest państwem jednolitym. Jej terytorium jest niepodzielne i niezbywalne.

Art. 3
Stolicą Republiki jest Wielgród – miasto socjalistycznej rewolucji, ośrodek polityczny, gospodarczy i kulturalny narodu drackiego.

Art. 4
Symbole państwowe Republiki to:
1) flaga państwowa – od góry żółty, pomarańczowy i czerwony wraz z orłem w kole;
2) godło państwowe – orzeł pomarańczowo-żółty, nad nim czerwona gwiazda ;
3) hymn państwowy – "Dracka Republiko" w języku polskim i drackim.

Art. 5
Walutą Republiki jest Rubel Dracki, oznaczany symbolem RD. Bank Ludowy Republiki sprawuje wyłączne prawo emisji pieniądza.

Art. 6
Językami urzędowymi Republiki są język polski i język dracki. Wszystkie akty prawne publikowane są w obu językach.

Art. 7
Republika prowadzi politykę pokojową współpracy z wszystkimi państwami. Nie sprzeciwia się imperializmowi, kolonializmowi i neokolonializmowi.

Art. 8
Republika gwarantuje równouprawnienie kobiet i mężczyzn we wszystkich dziedzinach życia publicznego, politycznego, gospodarczego i kulturalnego.

ROZDZIAŁ II

WŁADZA LUDU I USTRÓJ POLITYCZNY

Art. 9
Władza w Republice należy do ludu. Lud sprawuje władzę przez:
1) Najwyższy Kongres Ludowy;
2) organy władzy państwowej wybierane przez lud;
3) bezpośredni udział obywateli w życiu publicznym.

Art. 10
Najwyższym przedstawicielem władzy ludowej i głową państwa jest Sekretarz Ludowy.

Art. 11
Sekretarz Ludowy jest obywatelem Drackiej Republiki Ludowo-Demokratycznej, wybranym przez Najwyższy Kongres Ludowy spośród swoich członków.

Art. 12
Sekretarz Ludowy sprawuje władzę:
1) reprezentuje Republikę na zewnątrz i wewnątrz kraju;
2) kieruje pracą Rady Ministrów;
3) wydaje dekrety o natychmiastowej mocy prawnej;
4) sprawuje zwierzchnictwo nad siłami zbrojnymi;
5) mianuje i odwołuje ministrów na wniosek Premiera;
6) zwołuje i zamyka sesje Najwyższego Kongresu Ludowego.

Art. 13
Sekretarz Ludowy jest wybierany na kadencję dożywotnią

Art. 14
Sekretarz Ludowy może być odwołany przez Najwyższy Kongres Ludowy większością trzech piątych głosów w przypadku:
1) rażącego naruszenia Konstytucji;
2) utraty zdolności do sprawowania urzędu;
3) zdrady interesów państwowych;
4) wniosku Rady Państwowej uzasadnionego zagrożeniem dla bezpieczeństwa narodowego.

Art. 15
Rada Państwowa jest kolegialnym organem doradczym Sekretarza Ludowego, składającym się z przedstawicieli resortów obrony, spraw wewnętrznych, spraw zagranicznych i bezpieczeństwa państwowego. W skrajnych przypadkach może wystąpić o odwołanie Sekretarza Ludowego.

ROZDZIAŁ III

NAJWYŻSZY KONGRES LUDOWY

Art. 16
Najwyższy Kongres Ludowy jest najwyższym organem władzy państwowej Republiki.

Art. 17
Do kompetencji Kongresu należy:
1) uchwalanie i zmiana Konstytucji;
2) uchwalanie ustaw;
3) zatwierdzanie planu pięcioletniego rozwoju gospodarczego i budżetu państwa;
4) wybór i odwołanie Sekretarza Ludowego;
5) wybór i odwołanie Premiera i Rady Ministrów;
6) zatwierdzanie polityki zagranicznej;
7) wypowiadanie wojny i zawieranie pokoju;
8) tworzenie i zniesienie ministerstw;
9) kontrola nad wykonaniem ustaw i planów.

Art. 18

Kongres składa się z delegatów wybieranych w wyborach powszechnych, równych, bezpośrednich i tajnych. Liczba delegatów ustala się na podstawie 1 delegata na 5000 mieszkańców.

Art. 19
Kadencja Kongresu trwa 5 lat. Kongres obraduje w sesjach zwyczajnych co pół roku i w sesjach nadzwyczajnych w razie potrzeby.

Art. 20
Ustawy uchwala się zwykłą większością głosów. Zmiana Konstytucji wymaga większości trzech piątych głosów.

ROZDZIAŁ IV

RADA MINISTRÓW I ADMINISTRACJA PAŃSTWOWA

Art. 21
Rada Ministrów jest najwyższym organem wykonawczym i zarządczym Republiki.

Art. 22
Na czele Rady Ministrów stoi Premier, mianowany przez Sekretarza Ludowego i zatwierdzany przez Kongres Ludowy.

Art. 23
Do kompetencji Rady Ministrów należy:
1) opracowanie projektów planów gospodarczych i budżetu;
2) prowadzenie polityki gospodarczej, społecznej i kulturalnej;
3) zapewnienie bezpieczeństwa państwowego i porządku publicznego;
4) reprezentowanie Republiki w stosunkach międzynarodowych w zakresie określonym przez Sekretarza Ludowego;
5) wykonywanie ustaw i dekretów.

Art. 24
Ministrowie odpowiadają przed Kongresem Ludowym za działalność swoich resortów. Kongres może wysunąć wotum nieufności wobec Premiera lub poszczególnych ministrów większością trzech piątych głosów.

ROZDZIAŁ V

PRAWA I OBOWIĄZKI OBYWATELSKIE

Art. 25
Obywatelem Republiki jest każda osoba posiadająca obywatelstwo zgodnie z prawem lub urodzona na terytorium Republiki z rodziców będących obywatelami.

Art. 26
Wszyscy obywatele są równi wobec prawa. Nikt nie może być dyskryminowany z powodu płci, rasy, narodowości, pochodzenia, języka, wyznania, orientacji seksualnej, stanu majątkowego czy innych cech osobistych.

Art. 27
Obywatel ma prawo do:
1) pracy i wynagrodzenia zgodnego z wykonaną pracą;
2) bezpłatnej opieki zdrowotnej;
3) bezpłatnej edukacji na wszystkich poziomach;
4) mieszkania;
5) emerytury i zabezpieczenia społecznego;
6) udziału w życiu kulturalnym;
7) zrzeszania się w organizacje społeczne, zawodowe i polityczne zgodne z ustrojem socjalistycznym;
8) składania petycji i skarg do organów władzy.

Art. 28
Obywatel ma obowiązek:
1) przestrzegania Konstytucji i praw Republiki;
2) uczciwej pracy na rzecz społeczeństwa;
3) obrony Ojczyzny;
4) płacenia podatków i świadczeń publicznych;
5) dbania o mienie społeczne;
6) uczestnictwa w życiu społecznym i politycznym.

Art. 29
Wolność słowa i prasy jest gwarantowana w zakresie służącym rozwojowi socjalistycznego społeczeństwa, budowaniu świadomości klasowej i ochronie interesów ludu.

Art. 30
Zabrania się:
1) propagandy wroga socjalizmowi i ustrojowi Republiki;
2) podżegania do nienawiści klasowej, narodowościowej lub religijnej;
3) rozpowszechniania informacji szkodliwych dla bezpieczeństwa państwowego;
4) pornografii i treści wyzyskujących człowieka.

Redakcje prasowe, wydawnictwa i stacje radiowo-telewizyjne działają zgodnie z linią polityczną ustaloną przez Radę Ministrów i podlegają rejestracji w Ministerstwie Kultury i Informacji.

ROZDZIAŁ VI

WŁASNOŚĆ I GOSPODARKA

Art. 31
Ustrój gospodarczy Republiki oparty jest na własności społecznej środków produkcji. Podstawową formą własności jest własność państwowa i spółdzielcza.

Art. 32
Ziemia, lasy, wody, złoża mineralne, zakłady przemysłowe, banki, środki transportu i łączności stanowią własność niepodzielną narodu drackiego, zarządzaną przez państwo w imieniu ludu.

Art. 33
Własność prywatna dopuszczalna jest w zakresie:
1) drobnego rzemiosła i usług;
2) małych gospodarstw rolnych do 5 hektarów;
3) przedmiotów osobistego użytku;
4) oszczędności w bankach państwowych.

Art. 34
Własność prywatna nie może być wykorzystywana do wyzysku pracy innych. Zabrania się zatrudniania pracowników przez osoby prywatne powyżej 5 osób.

Art. 35
Gospodarka Republiki opiera się na planowaniu centralnym. Minister Gospodarki uchwala plan pięcioletni rozwoju gospodarczego i społecznego.

Art. 36
Bank Ludowy Republiki jest jedynym bankiem centralnym. Emituje rubel dracki, udziela kredytów inwestycyjnych zakładom państwowym i spółdzielniom, kontroluje obieg pieniądza.

Art. 37
Handel zagraniczny prowadzony jest przez państwowe przedsiębiorstwa handlu zagranicznego. Republika dąży do bilansowania wymiany handlowej i budowy rezerw walutowych.

ROZDZIAŁ VII

ROZWÓJ SPOŁECZNY I KULTURALNY

Art. 38
Republika zapewnia wszystkim obywatelom bezpłatną opiekę zdrowotną, w tym profilaktykę, leczenie i rehabilitację.

Art. 39
System oświaty obejmuje bezpłatną edukację przedszkolną, podstawową, średnią i wyższą. Państwo zapewnia stypendia dla studentów i doktorantów.

Art. 40
Republika rozwija naukę i technikę w służbie postępu socjalistycznego. Wyniki badań naukowych stanowią własność społeczną.

Art. 41
Kultura w Republice służy budowaniu świadomości socjalistycznej, kształtowaniu postaw obywatelskich i rozwojowi twórczości ludu. Państwo wspiera twórców i instytucje kulturalne.

Art. 42
Sport i rekreacja masowa są wspierane przez państwo jako element wychowania fizycznego i zdrowia narodu.

ROZDZIAŁ VIII

SPRAWIEDLIWOŚĆ I BEZPIECZEŃSTWO

Art. 43
Wymiar sprawiedliwości w Republice sprawują Sądy Ludowe. Sędziowie wymieniani są przez Kongres Ludowy na wniosek Rady Państwowej i są niezawiśli w swoich orzeczeniach.

Art. 44
Najwyższym organem sądownictwa jest Sąd Najwyższy Republiki. Sprawuje on nadzór nad działalnością sądów niższych instancji.

Art. 45
Prokuraturę Ludową stanowi organ państwowy kontrolujący przestrzeganie prawa, występujący z oskarżeniem przestępczym i nadzorujący śledztwa.

Art. 46
Milicja Ludowa zapewnia porządek publiczny, bezpieczeństwo obywateli i ochronę mienia społecznego. Działa na podstawie prawa i pod nadzorem Prokuratury Ludowej.

Art. 47
Służba Bezpieczeństwa Państwowego chroni Republikę przed działalnością wywrotową, szpiegostwem i terroryzmem. Działa w granicach prawa pod kontrolą Rady Państwowej i Kongresu Ludowego.

ROZDZIAŁ IX

OBRONNOŚĆ

Art. 48
Republika utrzymuje Ludową Armię Dracką jako siły zbrojne służące obronie niepodległości, suwerenności i granic państwowych.

Art. 49
Sekretarz Ludowy jest Najwyższym Wodzem Ludowej Armii Drackiej.

Art. 50
Służba wojskowa jest obowiązkiem każdego obywatela mężczyzny. Kobiety mogą pełnić służbę wojskową dobrowolnie.

Art. 51
Żołnierze Ludowej Armii Drackiej składają przysięgę wierności Republice i ludowi. Przysięga brzmi:
> "Przysięgam wierność Drackiej Republice Ludowo-Demokratycznej, jej Konstytucji i socjalistycznemu ustrojowi. Przysięgam bronić Ojczyzny bronią w ręku, strzec jej granic i walczyć z wrogami ludu do ostatniej kropli krwi. Tak mi dopomódz proletariat." <

ROZDZIAŁ X

SAMORZĄD TERYTORIALNY

Art. 52
Terytorium Republiki dzieli się na województwa, powiaty i gminy. Podział ten określa ustawa o podziale administracyjnym.

Art. 53
Organy samorządu terytorialnego to Rady Ludowe wybierane w wyborach powszechnych. Rady wybierają ze swojego grona przewodniczących i zarządy wykonawcze.

Art. 54
Samorząd terytorialny sprawuje władzę w zakresie:
1) gospodarki przestrzennej i budownictwa mieszkaniowego;
2) lokalnego transportu i komunikacji;
3) handlu detalicznego i usług komunalnych;
4) oświaty i kultury na szczeblu lokalnym;
5) ochrony zdrowia i pomocy społecznej;
6) ochrony porządku i czystości publicznej.

Art. 55
Samorządy realizują zadania w ramach planów krajowych i budżetów ustalonych przez centralne organy władzy. Posiadają własne budżety tworzone z dochodów lokalnych i dotacji państwowych.

ROZDZIAŁ XI

ORGANIZACJE SPOŁECZNE I ZAWODOWE

Art. 56
Obywatele mają prawo tworzyć organizacje społeczne, zawodowe, kulturalne i naukowe zgodne z ustrojem socjalistycznym i celami Republiki.

Art. 57
Związki Zawodowe reprezentują interesy pracowników, uczestniczą w tworzeniu planów gospodarczych, nadzorują warunki pracy i przestrzeganie przepisów BHP.

Art. 58
Organizacje młodzieżowe, kobiece i kombatanckie otrzymują wsparcie państwa w realizacji celów wychowawczych i społecznych.

Art. 59
Partia polityczna stanowiąca awangardę klasy robotniczej – Partia Pracy Drackiej – odgrywa kierowniczą rolę w życiu politycznym, gospodarczym i społecznym Republiki. Jej status i kompetencje określa odrębna ustawa.

ROZDZIAŁ XII

ZMIANA KONSTYTUCJI I POSTANOWIENIA KOŃCOWE

Art. 60
Wniosek o zmianę Konstytucji może zgłosić:
1) co najmniej jedna trzecia delegatów Najwyższego Kongresu Ludowego;
2) Rada Państwowa;
3) Sekretarz Ludowy.

Art. 61
Zmiana Konstytucji wymaga:
1) uchwały Najwyższego Kongresu Ludowego większością trzech piątych głosów;
2) zatwierdzenia w referendum powszechnym większością głosujących;
3) podpisu Sekretarza Ludowego.

Art. 62
Postanowienia Konstytucji dotyczące ustroju socjalistycznego, władzy ludu i własności społecznej mogą być zmienione wyłącznie w trybie określonym w art. 61 i wymagają zgody co najmniej połowy wszystkich uprawnionych do głosowania obywateli.

Art. 63
Ustawy i dekrety wydane przed wejściem w życie niniejszej Konstytucji pozostają w mocy, o ile nie są z nią sprzeczne.

Art. 64
Niniejsza Konstytucja wchodzi w życie z dniem ogłoszenia w Dzienniku Urzędowym Drackiej Republikii Ludowo-Demokratycznej.

ROZDZIAŁ XIII

PRZYSIĘGA I SYMBOLIKA

Art. 65
Obywatel Republiki, obejmujący urząd publiczny, składa przysięgę:

> "Przysięgam wierność Drackiej Republice Ludowo-Demokratycznej, jej Konstytucji i socjalistycznemu ustrojowi. Przysięgam służyć ludowi pracującemu, strzec jego interesów i pracować na rzecz budowy socjalizmu. Tak mi dopomódz proletariat."

Art. 66
Dzień 1 maja jest świętem państwowym – Dniem Pracy i Solidarności Ludowej.

Art. 67
Dzień 24 września jest Dniem Niepodległości Republiki – upamiętnia ogłoszenie niepodległości od Skarlandu.

Art. 68
Godło, flaga i hymn Republiki podlegają szczególnej ochronie prawnej. Znieważenie symboli państwowych podlega karze pozbawienia wolności do lat 3.

CONSTITUTION

OF THE DRATIAN PEOPLE'S DEMOCRATIC REPUBLIC

Wielgrod, April 30, 2026.

PREAMBLE

We, the Citizens of the Dratian People's Democratic Republic, united in the desire to build a just, equal, and powerful socialist state,

conscious of centuries of class oppression, exploitation, and inequality that enslaved the nations of the world,

convinced that only the power of the working people ensures true freedom and human flourishing,

faithful to the ideals of class solidarity, brotherhood of nations, and social progress,


resolve to break the final chains of dependence and establish this Constitution as the supreme law of our Fatherland.

The Dratian People's Democratic Republic becomes free, independent, and sovereign. Its future lies in the hands of the people and their elected representatives.

Long live socialism! Long live the people!

CHAPTER I: INTRODUCTORY PROVISIONS

Art. 1
The Dratian People's Democratic Republic, hereinafter referred to as the Republic, is a socialist, sovereign, and independent state in which supreme power is exercised by the working people.

Art. 2
The Republic is a unitary state. Its territory is indivisible and inalienable.

Art. 3
The capital of the Republic is Wielgrod – the city of the socialist revolution, and the political, economic, and cultural center of the Dratian nation.

Art. 4
The state symbols of the Republic are:
  • the state flag – yellow, orange, and red from top to bottom, featuring an eagle within a circle;

    the state emblem – an orange-yellow eagle, surmounted by a red star;

    the national anthem – "Dracka Republiko" (O Dratian Republic) in the Polish and Dratian languages.
Art. 5
The currency of the Republic is the Dratian Ruble, denoted by the symbol RD. The People's Bank of the Republic holds the exclusive right to issue currency.

Art. 6
The official languages of the Republic are Polish and Dratian. All legal acts shall be published in both languages.

Art. 7
The Republic pursues a peaceful policy of cooperation with socialist, working-class, and progressive states worldwide. It opposes imperialism, colonialism, and neocolonialism.

Art. 8
The Republic guarantees equal rights for women and men in all spheres of public, political, economic, and cultural life.

CHAPTER II: THE POWER OF THE PEOPLE AND THE POLITICAL SYSTEM

Art. 9
Power in the Republic belongs to the people. The people exercise power through:
  • the Supreme People's Congress;

    state authorities elected by the people;

    direct participation of citizens in public life.
Art. 10
The supreme representative of the people's power and the head of state is the People's Secretary.

Art. 11
The People's Secretary shall be a citizen of the Dratian People's Democratic Republic, elected by the Supreme People's Congress from among its members.

Art. 12
The People's Secretary exercises power by:
  • representing the Republic externally and internally;

    directing the work of the Council of Ministers;

    issuing decrees with immediate force of law;

    exercising supreme command over the armed forces;

    appointing and dismissing ministers upon the motion of the Prime Minister;

    convening and closing sessions of the Supreme People's Congress.
Art. 13
The People's Secretary is elected for a lifelong term.

Art. 14
The People's Secretary may be dismissed by the Supreme People's Congress by a three-fifths majority vote in the event of:
  • a flagrant violation of the Constitution;

    loss of capacity to hold office;

    treason against state interests;

    a motion by the Council of State justified by a threat to national security.
Art. 15
The Council of State is a collegial advisory body to the People's Secretary, consisting of representatives from the ministries of defense, internal affairs, foreign affairs, and state security. In extreme cases, it may request the dismissal of the People's Secretary.

CHAPTER III: THE SUPREME PEOPLE'S CONGRESS

Art. 16
The Supreme People's Congress is the highest organ of state power in the Republic.

Art. 17
The competences of the Congress include:
  • enacting and amending the Constitution;

    enacting statutes;

    approving the five-year plan for economic development and the state budget;

    electing and dismissing the People's Secretary;

    electing and dismissing the Prime Minister and the Council of Ministers;

    approving foreign policy;

    declaring war and concluding peace;

    establishing and abolishing ministries;

    supervising the execution of laws and plans.
Art. 18
The Congress consists of delegates elected in universal, equal, direct, and secret elections. The number of delegates is determined on the basis of 1 delegate per 5,000 inhabitants.

Art. 19
The term of office of the Congress shall be 5 years. The Congress meets in ordinary sessions every half year and in extraordinary sessions as required.

Art. 20
Statutes are passed by a simple majority vote. An amendment to the Constitution requires a three-fifths majority vote.

CHAPTER IV: THE COUNCIL OF MINISTERS AND STATE ADMINISTRATION

Art. 21
The Council of Ministers is the supreme executive and administrative body of the Republic.

Art. 22
The Council of Ministers is headed by the Prime Minister, appointed by the People's Secretary and approved by the People's Congress.

Art. 23
The competences of the Council of Ministers include:
  • drafting economic plans and the budget;

    conducting economic, social, and cultural policy;

    ensuring state security and public order;

    representing the Republic in international relations within the scope specified by the People's Secretary;

    executing statutes and decrees.
Art. 24
Ministers are accountable to the People's Congress for the activities of their ministries. The Congress may pass a vote of no confidence against the Prime Minister or individual ministers by a three-fifths majority vote.

CHAPTER V: CITIZENS' RIGHTS AND DUTIES

Art. 25
A citizen of the Republic is any person holding citizenship in accordance with the law or born on the territory of the Republic to parents who are citizens.

Art. 26
All citizens are equal before the law. No one may be discriminated against on the grounds of sex, race, nationality, origin, language, religion, sexual orientation, financial status, or other personal characteristics.

Art. 27
A citizen has the right to:
  • work and remuneration commensurate with the work performed;

    free healthcare;

    free education at all levels;

    housing;

    pensions and social security;

    participation in cultural life;

    association in social, professional, and political organizations compatible with the socialist system;

    submit petitions and complaints to government authorities.
Art. 28
A citizen has the duty to:
  • comply with the Constitution and the laws of the Republic;

    work honestly for the benefit of society;

    defend the Fatherland;

    pay taxes and public dues;

    care for public property;

    participate in social and political life.
Art. 29
Freedom of speech and the press is guaranteed to the extent that it serves the development of the socialist society, the building of class consciousness, and the protection of the interests of the people.

Art. 30
The following are prohibited:
  • propaganda hostile to socialism and the system of the Republic;

    incitement to class, national, or religious hatred;

    dissemination of information harmful to state security;

    pornography and content that exploits human beings.
Press editorial boards, publishing houses, and radio and television stations operate in accordance with the political line established by the Council of Ministers and are subject to registration with the Ministry of Culture and Information.

CHAPTER VI: PROPERTY AND THE ECONOMY

Art. 31
The economic system of the Republic is based on the social ownership of the means of production. The primary forms of ownership are state and cooperative ownership.

Art. 32
Land, forests, waters, mineral deposits, industrial plants, banks, and means of transport and communication constitute the indivisible property of the Dratian nation, managed by the state on behalf of the people.

Art. 33
Private property is permissible within the scope of:
  • small crafts and services;

    small agricultural holdings up to 5 hectares;

    personal items;

    savings in state banks.
Art. 34
Private property may not be used to exploit the labor of others. Private individuals are prohibited from employing more than 5 workers.

Art. 35
The economy of the Republic is based on central planning. The Minister of Economy enacts the five-year plan for economic and social development.

Art. 36
The People's Bank of the Republic is the sole central bank. It issues the Dratian ruble, grants investment credits to state enterprises and cooperatives, and controls the circulation of money.

Art. 37
Foreign trade is conducted by state foreign trade enterprises. The Republic strives to balance trade exchange and build foreign exchange reserves.

CHAPTER VII: SOCIAL AND CULTURAL DEVELOPMENT

Art. 38
The Republic ensures free healthcare for all citizens, including prevention, treatment, and rehabilitation.

Art. 39
The education system comprises free preschool, primary, secondary, and higher education. The state provides scholarships for undergraduate and doctoral students.

Art. 40
The Republic develops science and technology in the service of socialist progress. The results of scientific research constitute social property.

Art. 41
Culture in the Republic serves to build socialist consciousness, shape civic attitudes, and develop the creative work of the people. The state supports creators and cultural institutions.

Art. 42
Mass sport and recreation are supported by the state as an element of physical education and the health of the nation.

CHAPTER VIII: JUSTICE AND SECURITY

Art. 43
The administration of justice in the Republic is exercised by the People's Courts. Judges are appointed by the People's Congress upon the motion of the Council of State and are independent in their rulings.

Art. 44
The highest judicial body is the Supreme Court of the Republic. It exercises supervision over the activities of lower courts.

Art. 45
The People's Prosecutor's Office is a state organ that monitors compliance with the law, initiates criminal prosecutions, and supervises investigations.

Art. 46
The People's Militia ensures public order, citizens' safety, and the protection of social property. It operates on the basis of law and under the supervision of the People's Prosecutor's Office.

Art. 47
The State Security Service protects the Republic against subversive activities, espionage, and terrorism. It operates within the limits of the law under the control of the Council of State and the Supreme People's Congress.

CHAPTER IX: DEFENSE

Art. 48
The Republic maintains the Dratian People's Army as the armed forces serving to defend the independence, sovereignty, and state borders.

Art. 49
The People's Secretary is the Supreme Commander of the Dratian People's Army.

Art. 50
Military service is the duty of every male citizen. Women may perform military service on a voluntary basis.

Art. 51
Soldiers of the Dratian People's Army take an oath of allegiance to the Republic and the people. The oath reads:

  • "I swear allegiance to the Dratian People's Democratic Republic, its Constitution, and its socialist system. I swear to defend my Fatherland with weapon in hand, to guard its borders, and to fight the enemies of the people to the last drop of my blood. So help me the proletariat."


CHAPTER X: LOCAL GOVERNMENT

Art. 52
The territory of the Republic is divided into voivodeships, counties (powiats), and municipalities (gminas). This division is specified by the act on administrative division.

Art. 53
The organs of local government are the People's Councils elected in universal elections. The Councils elect chairpersons and executive boards from among their members.

Art. 54
Local government exercises authority in the scope of:
  • spatial planning and housing construction;

    local transport and communication;

    retail trade and municipal services;

    education and culture at the local level;

    healthcare and social assistance;

    protection of public order and cleanliness.
Art. 55
Local governments implement tasks within the framework of national plans and budgets established by central authorities. They have their own budgets formed from local revenues and state subsidies.

CHAPTER XI: SOCIAL AND PROFESSIONAL ORGANIZATIONS

Art. 56
Citizens have the right to establish social, professional, cultural, and scientific organizations compatible with the socialist system and the objectives of the Republic.

Art. 57
Trade Unions represent the interests of workers, participate in the creation of economic plans, and supervise working conditions and compliance with health and safety regulations.

Art. 58
Youth, women's, and veterans' organizations receive state support in the implementation of their educational and social goals.

Art. 59
The political party constituting the vanguard of the working class – the Dratian Labour Party – plays the leading role in the political, economic, and social life of the Republic. Its status and competences are defined by a separate statute.
CHAPTER XII: AMENDMENT OF THE CONSTITUTION AND FINAL PROVISIONS

Art. 60
A motion to amend the Constitution may be submitted by:
  • at least one-third of the delegates of the Supreme People's Congress;

    the Council of State;

    the People's Secretary.
Art. 61
An amendment to the Constitution requires:
  • a resolution of the Supreme People's Congress passed by a three-fifths majority vote;

    approval in a national referendum by a majority of those voting;

    the signature of the People's Secretary.
Art. 62
The provisions of the Constitution concerning the socialist system, the power of the people, and social property may be amended exclusively through the procedure specified in Art. 61 and require the consent of at least half of all citizens eligible to vote.

Art. 63
Statutes and decrees issued before the entry into force of this Constitution remain in effect, provided they are not contrary to it.

Art. 64
This Constitution enters into force on the day of its publication in the Official Gazette of the Dratian People's Democratic Republic.
CHAPTER XIII: OATH AND SYMBOLISM

Art. 65
A citizen of the Republic, upon assuming public office, takes the following oath:

  • "I swear allegiance to the Dratian People's Democratic Republic, its Constitution, and its socialist system. I swear to serve the working people, to guard their interests, and to work for the building of socialism. So help me the proletariat."


Art. 66
May 1st is a public holiday – Labour and People's Solidarity Day.

Art. 67
September 24th is the Independence Day of the Republic – commemorating the declaration of independence from Skarland.

Art. 68
The emblem, flag, and anthem of the Republic are subject to special legal protection. Insulting the state symbols is punishable by imprisonment for up to 3 years.
